A youth threw a bike in Ward's path, sending him flying. As Ward sprawled on the ground, his hip broken, the assailant hit him with a pole and threatened to kill him.

But the shouting didn't change anything. We need new thinking, not outbursts. State revenues, which in 1999 were $2.72 billion or 20 percent of the university's budget, in 2009 are $2.64 percent or 13 percent of the university's budget. That's not accounting for inflation or the fact that enrollment has grown by 36 percent over the past decade.
